The Gulf of Tonkin Resolution, passed by Congress on Aug. 7, 1964, was the legal basis for the Johnson and Nixon administrations prosecution of the Vietnam War.

Different military culture.

It wasn't "war time". It wasn't a war. A declaration of war was never made and a "war" can only be declared against a country.
