If the balloon is filled with San Angelo water . . . one. The bullet will run around and go the other way.

18 to 24 inches of water should stop it.

:D My husband says that San Angelo water was so awful that even when he was a kid he would not drink it. He'd go to the store for a package of koolaid to make it palatable. (and this was when he was a preschooler!)
