The news has reported on how the phone tracks your every location/move.

Fortunately an ATT employee told me several months ago to keep the location app turned off.

You don't need an app for that to happen.
Any cellular phone (smart phone or not) does a handshake (identifies you) with the nearest cell tower every 60 seconds. This happens when the phone is simply turned on, whether you have a call on it or not.
The cell service provider has records of everywhere you have been with your cell phone turned on.

Yes, but this was more detailed than the cell phone tower pings.
My friend said his was recording when he moved inside his house and walked his dogs etc.

I used the links provided in the story and google was not tracking me. I'm sure if I were involved in a crime, they could tell what tower was pinging my phone.
