This country used to incarcerate these people in hospitals for the criminally insane. Then we decided that was cruel and closed them. Now we get to reap the conseqences of that stupidity.

don't know who the guy is that did the crime yet Steve . Might be a recent import to Phoenix that was doing his 'gods' work. I'm looking for more info , I want to see where the decapitator comes from and I want to see his name . appearance and just general identifiers .
