Note that he said "cofounded". That means he was one of a number of people who made it's existence possible. I don't think that is a stretch. I can't believe with our worldwide intelligence capability that it came as a surprise. Armies don't just materialize with uniforms, the latest weapons, and new Toyota pickups out in the middle of the desert somewhere. He knew damn good and well what was going on and was at least complicit if not actively involved.
