Actually, I don't think they are any of those things. At least not the ones I know. They are not trying to deceive anyone. They actually believe what they are saying.

I believe the big story here is that Twitter knows they have bot accounts, and they still allow them to exist...
Following an internal review, Twitter told Musk that bot accounts make up less than 5 percent of its users.
"Twitter deal temporarily on hold pending details supporting calculation that spam/fake accounts do indeed represent less than 5% of users," Musk tweeted.
