In Milley's case the Convening Authority can be the President, the Sec. of Defense and the Sec. of the Army. There is a bill before Congress (which will pass) making the Convening Authority the Inspector General.
Planosteve has posted that the president is the only Convening Authority for Milley, That is false as is everything else he posts. For him, if it isn't a lie it isn't worth posting.
