Why do you assume they’re “bad actors”? Flying drones isn’t against the law. It seems a lot of people are unnecessarily paranoid. For all we know they were trying to do some coordination for a Christmas or NYE display.
If that was the case, why aren't they flying in formation or coordinated manner?
My guess would be that they may be flying different coordinates to be put together at a later time. But nobody has answered my question as to why they are not trying to hide if they’re up to no good.
