Skyscraper in Wichita Falls

(I remember my BIL telling this story in the past)
Tonight (July 18) the travel channel will air an episode featuring "the littlest skyscraper" in WF. It was built during the oil boom. An engineer went east and talked investors out of money to build a skyscraper in WF, got huge investments and built the building. The only thing is the plans he showed them had the building in inches not feet. So he built the unusable building (which still stands) and could not be sued, because he built what he said he was going to do.
