So if planosteve manufactures a widget in Colorado and that widget sells for $10 bucks.

Plano's cost of mfg said widget is $9 leaving him a profit of $1.

Now here comes Chinasteve importing and selling that widget for $9 bucks.

It's just a scam. The whole idea of foreign procurement was to lower the landed cost by purchasing overseas not to make more money for the govt. not to make the rich even richer. And once you decide to go that route you are locked in forever.
