I think it is some kind of a protective pad they wear, but the design needs a little rework.

I don't know if it is common practice or not, but when cooking BBQ at Muensterfest, I have been at the starting line of that bicycle race and saw a huge jar of vaseline being passed between competitors. They would take a handful and liberally lube up the groin area.Both male and female.

Notice the skin tone of the face and legs don't match the midsection. Especially, for the girl on the left.

When I participated in the bicycle racing (never the serious competitions) we would get some "butt creme" in the goodie bag. The bicycle shorts have padding that really helps the situation.
