Texas Upskirt Photo Law ruled unconstitutional

I've read this a couple of times and don't fully understand it.
A man was convicted under the Texas law for photographing children in bathing suits at a water park.
The Texas Court of Criminal Appeals ruled the law unconstitutional.
I'm assuming it is the same law that deals with people with cameras on their shoes taking pictures up a woman's dress. They've caught a few of these perverts.
