If the balloon is filled with San Angelo water . . . one. The bullet will run around and go the other way.

18 to 24 inches of water should stop it.

My husband says that San Angelo water was so awful that even when he was a kid he would not drink it. He'd go to the store for a package of koolaid to make it palatable. (and this was when he was a preschooler!)
