I'll bet that's what it looks like behind the scenes at the state dept. and Hillary's camp.

Which will look worse? State? because Hillary didn't sign OF-109?

Hillary because she signed but didn't do what she was directed to?

It has now become, who do we want to look like did the more stupid thing.
