Where did the money go?

I've heard over and over that the reason there are black people rioting is due to lack of opportunity in poor black neighborhoods. Being kept down by the man, that the schools are inferior and it is all the fault of republicans.
In Baltimore, the city is led by black leftist politicians, who proclaim that they need more money from you and I to improve the conditions in their city.
Over the past five years we have donated 1.8 Billion dollars to the city of Baltimore, with little to no change in the status of the the situation.
So what did the leaders of that city do with all of our money?
They didn't improve the schools,they didn't improve the status of the poor,they didn't improve the infrastructure.
Did the money get funneled to city leaders and their cronies pet projects?
A dependent culture has no reason to prosper as long as you and I continue to contribute to the class who no longer tries to better their own environment.

Welfare money is poison.
If there's one thing these people don't need more of..it's government largesse.
They need two parents, not one plus the government..they need to at least finish high school..they need to not have babies out of wedlock..they need school vouchers..they need a work ethic..and they need to get the hell out of the ghetto, and stay away from people that will drag them down.
..and most importantly..they need to stop voting in Democrats.

It might not work Plan-0, but it would damn sure not be any worse and would be easier on the Taxpayers.
There is good money to be made administering the handing out of taxpayer money, that is who really makes out in the Welfare State.

If they really wanted to solve the crime problem, the first step would be to legalize pot like they did alcohol.

Since the inception of Johnson's Great Society, we have spent an amount of money larger than our current national debt supposedly chasing poverty...
Our current poverty rate is exactly the same as it was in 1964,

For starters, Doritos would have been the first thing the looters cleaned out instead of liquor.

+1 That would be "transformative". Of course, if the first things you mentioned happened, we wouldn't have to worry about the modern Democrats again. They would go the way of the Whigs.

The problem is that welfare destroyed the family because it was more than the father could earn. So, the mother drove off the old man because she was better off without him and the more kids she had, the more money she was paid.
