I have a question: if you are 78 years old and it is now the first day after your 78th birthday, aren't you now in your 79th year of life?

In Japan, you are considered 1 year old the day you are born.
You are considered 2 years old on your first birthday etc.
My wife is Japanese. When she first got her green card she used her Japanese age. We have been struggling for years to correct the governments records.
