First he hurt his ankle a little.
Then he injured ankle badly.
Then he needed pins/plate in ankle.
Now, he has broken leg..
Why the deliberate misinformation? Did they think the public would shun the movie when it is/was completed?

Sometimes fractures can be hard to see, especially in older persons. I can't tell you how many times my mom went to the doctor with a pain that they diagnosed and treated as one thing and then had to go back and go very comprehensive xrays to determine a fracture.
That said, they probably wanted to keep it quiet until it was definite that he had more extensive injuries or needed a more complicated surgery. No one wants to hear that an action-hero needs walker or cane to get around.... bad publicity. The other issue is insurance. Movie productions are heavily insured and you keep accidents on the low-key so as not to frighten any other participants (actors or suppliers of some sort) away thereby canceling or halting production... very expensive propositions.
I don't think there was any ill-intended cover-up. Having working in the film biz a number of years, this seems pretty routine handling of information.
