ABC won't even sell ad time to Carly Fiorina?

I thought over the air broadcasters were required by federal law to sell ad time to political candidates as a part of their FCC license agreement. No?

Yes broadcast outlets are required to sell political ads but the requirement is only for local stations not to their networks.
