McCain is and always will be a loser who would have gotten no where without the coattails of his famous father and grandfather. He himself has admitted as much when he stated he should have been drummed out of the Navy due to misconduct on more than one occasion, but daddy had his back. Without his naval career, no one would have ever heard of him.

The reason it was given to McCain was to get it into official channels. Anyone else would have looked at it and thrown it in the trash.
