The text message asked if it would be possible for Lt.Cmdr White to reach out to me. To wit I replied, affirmative.

West is saying he will be charged based on some "text message" whatever that means.

How did you come to that conclusion....it never said he reached out via text to West BEFORE the incident.

Don't know exactly what you mean. I was just paraphrasing what West wrote, that he was going to be charged.
