He says he's going to do it by threatening Mexico with punitive tariffs unless they pay for the wall.

PAY for the wall , heard he has suggested taxing money sent back to 'mexico' that has been earned in the USA [remittances] . 'mexican products will be taxed , guess that means Fords , Volkswagens and other cars built under license in mexico if they come to the USA . Corn husks used for wrappers on 'tamales' bimbo bread , hot sauce that is authentico , tomatoes , peppers , avocado , yada , yada , beer will be taxed same as their oil . The info may be in his official position papers that he is in the process of releasing .
