It wasn't in a store or parking lot during the day.
It was while listening to Deryl Dodd at Love and War on a Saturday night. Lots of drinking and dancing and one guy with his date and his semi auto on his hip, in a cheap looking holster. I did notice his shirt behind his firearm early in the evening, later on his shirt was partially covering his firearm.

It sounds like a way to have your Gat grabbed by some other idiot, to me.
I inadvertently practiced open carry a few weeks back, I was clearing a fence line and had a 44 in a flap holster, and then had to drive to town to buy some 2 cycle mix for the chainsaw; and I walked into the little hardware store with it on.
I noticed the clerk looking at my side, and then realized what he was looking at.
He gave me prompt and friendly service !

Wouldn't that place fall under the 51% rule? If it does, he was breaking the law, open carry or concealed.

John in Plano, have you been there when Dave Thomas was there? We became friends when he performed at Culpeppers so often. We had him perform at a private party and it was wild. Since then, he's often performing during ski season in Colorado (and skiing).

I think we are going to have to rely on time to see if that's a problem. Open carriers must know the risks.

There were similar fears expressed when open carry was enacted. There won't be any major problems.
