Okay I read it. There is no plan except to allow cross-border sales
(which is a great idea). But that's not a plan. And doesn't Pence (and Trump) realize that not discriminating against people with pre-existing conditions is the primary reason that premiums and deductibles are both increasing. Don't believe the BS.

What is your definition of "discriminating against people with pre-existing conditions"? If you are saying that people who had insurance, got sick, then got kicked off and now can't get (affordable) insurance are being discriminated against, then sure. People who didn't buy insurance, got sick, and now can't afford insurance because they are a higher risk are a different matter.

So at what age - or life event -does it become okay for people to be able to denied coverage if they have a pre-x? At birth? 18? 21? Upon graduating from high school or college?
