Sorry about that. I have triple checked the settings.It appears to be a glitch in new users and registered users.
For some reason the software seems to want an initial post to be approved then later posts work.
I have turned in a trouble ticket to see if this can be fixed.

Probably an anti spamming tactic.

The solution,they say, is in a setting for new members. The default is three posts before being taken off of super secret detention. Changed that to 0. Hopefully it works.
