I know that it's a hard thing to understand. So, I'll try and help you out here. He's a person who was born in Palestine then later immigrated to the US and became an American citizen. Is this making sense you so far? Good.
Then at a later date he immigrated to Mexico where he currently resides. And now he is a “Mexico based Palestinian American. ”Do you get the idea? Whew! that was a real toughie".

American Citizen. But he lives in Mexico which is just south of the Rio Grand River.
