Putin is testing the U.S. to the limit, by repeatedly violating our air space with his nuclear bombers.
I don't think there is any doubt that he senses weakness in the White House. The Russian media continually mocks Obama as a pansy.
What would Reagan do if he were still in charge?

Nixon would be good to have, too.
Nixon would feel Putin out diplomatically, find out what he fears the most and go after it.
Reagan would take a more direct approach. He would shoot something down or blow something out of the water.
Both would accomplish the objective.
