I want to believe it's an elaborate prank but that fleet of drones can't be cheap. What I find puzzling is the lack of stealth. No attempt to hide from view. It leads me to think it might be a distraction from something else.

Until one or more are shot down, we will never know anything.
I think the odds of it being an enemy spying or otherwise up to no good, is way out in front the most likely explanation.

I just watched a YouTube post from a guy that has had a channel devoted to drones for years. His take on it is that it is a combination of bad reporting, witnesses not understanding what they are seeing, exaggeration, misinformation from officials and politicians who don't know what they are talking about and most importantly, mischief by some of the nearly one million drone owners in the US.
He says every image he has seen looks like a conventional drone that civilians can own, with FAA compliant lighting. It is very suspicious that none have been seen in the daytime (it is legal for drones to fly at night, notwithstanding some reports). Also that it is impossible to judge size unless you know the distance. He sounds convincing to me.
We can expect this little game to spread across the whole country before the public wises up.
The YouTube channel is "51 Drones" and the video is titled: "The New Jersey Christmas Drone Mystery".

“Boston law enforcement officials arrested two men after they allegedly flew a drone “dangerously close” to Logan Airport from a now decommissioned health campus on an island in Boston Harbor, according to police.
Boston police said 42-year-old Robert Duffy of Charlestown and 32-year-old Jeremy Folcik of Bridgewater, Massachusetts were arrested on Saturday and charged with trespassing, though additional charges could possibly come forward.”

This whole business reminds me of the Crop Circle hoaxes that had people so worked up around the world a few years back, and that some people still believe in.
