I don't think anything will have to change here, anyhow.
Each year a large number of people opt to turn their front lawns into decorative desert scenes..no longer needing much water.

You'll care if you're subject to huge fines! Last year we could only water our lawns every 2 weeks. The first violation was fined $200 and it almost doubles for the second violation. It will be easy to see who is violating the ban. We have drip irrigation for our flowers and that was not a violation. You could also fill your swimming pool so the pumps aren't damaged. It's kind of ironic to live on a big lake and not be able to water your lawn even once a week. But we live on the deep end of the lake and we could see how the lake was receding from the shore. On the shallower end, (under the bridge of Hwy 66) it was completely dry. That was very sad to see, so we weren't tempted to violate the watering ban for the lawn. We could adjust the sprinkling system for our every two week day.

They wouldn't do that here.
Burbank has had a tier system for water use for years. The more you use, the more expensive it gets. That dissuades many, but not at my house.

Texans, who seem to lead the nation in standing up to and opposing excessive government intrusion, are telling me I need to fold like an accordion.
The city sets the prices, I accept them..(they have a monopoly, after all..not like I can shop for my water elsewhere.)
..and then I'm supposed to let them tell me how much I can use as well?

..and we have plenty of liberals here that can't wait for an excuse to have lousy lawns..and even no lawns at all..they feel like they're going back to nature.

Just more motivation for my relocation to the Rolling Plains; where my worry will be if we have enough water for washing, bathing, and drinking.

Seems to me it's about drought. The government has no control over that. To my thinking crops for the nation at reasonable prices are vastly more important than a square of green grass. I see it as caring for the welfare of our fellow humans at least as much as we care for ourselves.

No, the government is the cause of all shortages..put them in charge of the Sahara desert..they'll be a shortage of sand in no time.
Private enterprise would find a hundred different ways to bring all the water I need.
