That's because of Jim Ferguson. He was a crooked governor about 100 years ago. He sold pardons, paroles, contracts and jobs. The State constitution was changed to take most of the powers away from the governor.

And Ferguson extended his time as governor by putting his wife, as his mouthpiece, in office after him.
