I think you have to disregard Carter because of the high no opinion. Probably because a lot of people don't remember the Carter administration. They weren't born or just kids then.

Carter's high No Opinion rate probably has to with the fact many ask were not born when he was in office.

My favorable Opinion of Clinton is a lot higher than my opinion of Obama.

Even if you give all of Carters no opinion to the unfavorable category he still has better ratings than the current king.

I expect sending military to Iraq will hurt him more with Dem than Pubs. So, his approval could drop quite a bit more if he keeps it up. Right now he's just "showing the flag"

Obama could boost his popularity by personally leading a division into Iraq.
He would be at the head of it.
It isn't unprecedented. President Washington lead the militia during the Whiskey Rebellion.
