An "Event" Going on at DPD Hq

Radio and TV stations reporting something is going on in the parking garage at the police station. Someone who is armed and is
considered dangerous. Also, some lunatic is kneeling and praying loudly in front of the building. They have mobilized the SWAT.
There is no bad peace and there are no good wars
