Are you following the case at all?
As I understand it, the US gov't is fining FedEx because they delivered packages with pills to people who did not have a legitimate prescription. FedEx defense is: We deliver packages, we don't enforce drug laws.
US fined UPS previously for the same type charges.
Though I find the illicit drug trade repugnant, I'd have to side with the shipping companies on this stuff.

It's easier to blame FedEx than run the risk of offending some Mexicans.

Really, FedEx has time to search packages and then call and require the customer presents his Rx for the pills? He/she wouldn't have it anyway. The company shipping it would have it. Many legitimate companies FedEx medication to it's customers. I've done mail order Rxs. The company had the prescription; they have pharmacists working there, you know.
