Real or coded message?

What do you think?

In DMN ads, under "lost items" there is an ad.
Person says he lost his passport and will give $50 for return. Then gives his passport number, DOB, full name and phone number. Says the passport contains a Palestine refugee Visa.

If real, he can say hello to identity theft.
I wonder if it is a coded message to someone.
